My Garmin Express is telling me the new version available is 2019.20, am I missing something?

Depends, this update is for newer models that require the NTU map version

I have just received a notification that there is an update to the Map. It is still listing the map name as 2019.30
GPS: Garmin Zumo XT, BMW Navigator IV
Maps: Europe NTU 2024.10
Software: Basecamp (4.7.4) & Mapsource (6.16.3)
Computer: PC (Windows 11 Home)
Motorcycle: BMW R1200GSA (2020)
