Yes, I have the same issue with my Zumo 350LM.
Just the UK that is base map only.

So I tried a new sd card (so effectively deleting the map) and it downloads CN Southern Europe 2023.20 (should be Full Europe). I think it may have installed to the internal storage (not the SD card) and downgraded Europe to Southern Europe due to space, but not certain at this stage.

I am trying various different things because I thought it was just me but now I know others are affected I will contact support.

I am using a Zumo 390LM which I have had for a long time.
I have tried looking at the manage maps option in Garmin express, but despite using the lastest version of Express the option is not visible.
Exactly the same for me except I have a Zumo 350LM.
My first problem was the Zumo telling me it could not "unlock the map" but after some ill advised botched attempts to fix it I now find it is (re)installing "CN Southern Europe 2023.20" and to Internal Storage (8GB) (full Europe has to use the 16GB SD).
There is no "Manage Maps" button, only a "Reinstall Map"

I'm looking for a way to go back to "CN Europe" and make it use the SD card.

Please confirm what is showing in Settings, Map&Vehicle, myMaps

You need to scroll down to get to the correct instructions

CN Europe NTU
2023.20 Southern Europe

If your refering to the Purchased tab in Tools & Content. That just says "There is no content for this device". There is also a message "We're having trouble retrieving all your purchased content."
My Avtex 660 which updated as normal also has the exact same messages and updated normally.

Yes clearly and if I had a change map button I would try it.
The video has a "Change Map" button but my Zumo does not. After a "Reinstall Map" I still have just Southern Europe.
Latest garmin Express 7.15.2.0, tried both Windows 10 and also MacOS 13.1

Just wondering...
This post is about installing the map on the device, but how is the map in Windows (Basecamp)? If it's really the case that the complete map is always installed on the PC. Could you then install the map via MapInstall from the PC to the Device? Maybe to a SD card first to see what happens?

It's installed to your computer IF you select the option to do so. You could certainly install the map from there to your device using BaseCamp but that only installs the map. Map updates for modern devices include far more than just the map, junction views is just one example, so it's generally better to get Express working.

Edit: just seen a post on a Garmin forum, member there had the same issue and resolved it by removing all maps and then doing a reinstall with Express.

The map on the PC did not update after the failed Zumo update.
However the map on the PC did update after I updated my Camper 660 (another Garmin device that I have). That device updated with no issues at all on the same PC cable etc.

So the map on my PC is currently full Europe 2023.20. There is no method for me to transfer that to the Zumo.
