I did not find the option "Install only on PC".
I have Basecamp version 7.13.1.
I did it like this:
I used the BMW Nav VI, Garmin Express with this navigator allows you to install the maps even only on PC.
I updated with the wifi the zumo XT.
After I installed the 2023.10 on the XT I reconnected it with USB cable to the PC. And only at this time I have the option to install "Pc Only".

I had the same install issue with 7.12
The option to "install to pc" was not available until after the map was updated/installed to the XT 1st.
