Trying to download the same waypoints into more than one collection failed. Of course every time you try to check you have to cold start the XT2, try to import the data, and when it doesn't, connect the XT2 to the PC, and repeat.
Spent hours trying to do it, so am currently back with Tread having enabled storage because if there's anything good about Tread is how it sends data to the XT2.
My preference would be to be able to now disable the storage, and only let Tread do the weather and traffic.
I have a second XT2, might have a go at the waypoints download to it via the sdhc card

This really shouldn’t fail.
Collections are just a logical container.
Then there are also the data records with the routes, tracks, or waypoints.
Those are never in the collection.
The collection doesn’t know its content, and the content doesn’t know the collection.
Only another table contains—possibly multiple entries—which content is in the collection or which collection has which content (N-M relationship).
If it didn’t work for you, we’d have to analyze why not.

You're right, the Tread app is more user-friendly, at least in part.

Then you'll probably have to reset the Zumo XT2 and the Tread app, but you'll likely also need to remove the Zumo XT2 from the Explore Cloud.
But you'll only do that once, because you'll come to love TripManager more and more

Or via TripManager, it amounts to nearly the same thing; it’s best to import it into the device separately

Tried sending the folder to the XT2's internal drive, and it transferred over. Sort of, the waypoints went to the "unorganised" collection with the routes and tracks in the new collection I asked the data to be sent to. Transferred the waypoints ok to the correct collection.
I suspect that the problem is the large amount of data I was asking to be transferred.
Edit: seems to not be a file size problem, and invariably the tracks I want to transfer always double themselves.
