So... I wonder if an XT on the latest firmware will now be able to download maps to a PC!

All you can see are what maps are on the XT. A 590 still has the "install to computer" option.

That will most likely has to be a XT-firmware update, possibly in combination with a fresh release of Garmin Express

I installed Express 7.4.1.0, and it offered CNNT NA 2022.10 for my Zumo 595LM (and computer). It refuses to install to the Zumo for lack of space in internal storage. Not surprising since I think it left the factory with 8GB memory and the map is 7.51 GB. For the last couple of updates, Express offered the option of installing a smaller map area or installing to the SD card (24GB free). Neither option is available.

The error message says to contact support for help, but the link provided is not valid. The actual support site says Chat is not available for this device. Phone support said to expect an hour wait. Sent an email, told I would get a response in 3-5 business days.

Looks like I'll be using the older map for a while.

Try loading the map to the computer only. Then run Mapinstall to load the maps wherever you want.

The new map had installed just fine on my PC. But then I found that the old main map (2021.30, on the SDcard) was missing from the Zumo, though both the 2021.30 and 2021.20 FourSquare maps were still present, and my optional Open Streets map (on the SD card) was missing from the map list, leaving me with the basic NA DEM map, which has no details. The SD card appeared to be intact, the music on the card played, some routes and tracks imported OK, but the maps on the card were not .  After several hours of internet searching and a lot of reboots and file exploring, deleting the files in .System/Maps, and reformatting the SD card, I was able to use MapInstall to transfer part of CN NA 2022.10 to the SDcard from the PC. There is an issue with MapInstall, in that it will not install more than a 4GB map, regardless of the amount of free storage space.  This means you must select which portions of the map will be transferred. By selecting only the eastern half of the country, I managed to get a working map for the states I'm most likely to visit this year. If I want to go west, I'll need to reselect only the areas I expect to pass through. Trying to reinstall the OSM maps wiped out the partial CN NA map. Reload the partial CN NA, and the OSM is gone, so having alternate maps available is no longer an option. 

I'm hoping this lack of support for an SDcard is a bug in Express that will be corrected soon. If it is an intentional change I'll feel that Garmin has crippled a big part of my GPS's capability without warning.

It's not an either - or situation. You can install maps to both the SD card and to the Zumo. Note, I have not tried installing the latest map yet. I have always installed a small portion of the CNNA map to the Zumo, and the larger remaining portion of the map to the SD card. I always make sure that I haven't selected the same piece of the map for both locations.

This new Express does not give me the option of installing anything to the SD card. Previous versions did, that's where my last two CN maps were located. This version simply says internal memory is full and errors out, telling me to contact Garmin. This is in spite of the fact that I could still see the old maps on the SD card in BaseCamp and File Explorer. When I restarted the Zumo after the failed update, the old CN map and two OpenStreets maps were missing from the MyMaps list. All that was left was the base NA DEM map and two old versions of the Foursquare maps. So, you are right, it's not either/or. For this version of Express, so far, it's neither.
