@FrankB thanks for your testing on the XT. I can’t remember it ever happening on my 346 or any other Garmin I’ve used (many) but it definitely does on the XT2 despite me trying all the different deleting methods.
I’m all ears to anything you might discover though. The XT2 takes a lot of understanding to use all of its bells and whistles. I’ll be on a longer tour in Summer when I’ll put my routes into collections and not delete them until I return. If any of my older routes reappear, I suspect they’ll be outside of my tour collections and won’t mess up the library.

The XT2 is definitely a different beast. It has collections that you can use on the device, and the Explore app. Things my XT doesn't have and could make a difference.

@FrankB Thanks for the XT testing. Yes, this might be an XT2 specific thing. I'll keep an eye out for it and share anything I learn.
@Regain Something to consider for your long summer travel. For any non-trivial travel, I have been saving a copy of my routes on the sd card (gpx files). The XT2, Tread, Explore, etc. will never mess with those so you always have a reliable backup.
Note that if you use the XT2 to save the routes onto the memory card, you have to restart the XT2 before you can re-import them.

If you want to make them reappear, I think you need to delete them from the folders and then restart the Zumo.
That just proves that it is not the way to do it, and that the info is stored elsewhere.

Have owned Zumo 550, 660 == Now have Zumo XT2, XT, 595, 590, Headache
Use Basecamp (mainly), MyRouteApp (sometimes), Competent with Tread for XT2, Can use Explore for XT - but it offers nothing that I want !

Thanks everyone for the advice. Trust me, I've deleted in every which way and they still came back. It's obviously impractical to connect via USB when away from home but I doubt I'll need to delete anything whilst away, even any ad-hoc routes made. For the long tour, all my routes will be in both MRA and Tread so unlikely to disappear.
I keep opening the Tread app and nothing reappears. It's connected to Explore so it must be the XT2 that is spinning them round. A few deletes and they seem to finally disappear. Hey ho.

which I unfortunately hadn’t noticed before
In any case, the cause of ‘Deleted Routes Reappearing’ is very likely an issue with duplicate or multiple *.trip files for a route, which – as is often the case for me – can be created during synchronisation zumo XT2 Device (probably new others also), Tread app and/or the Garmin Cloud

It has been reported before that routes reappear in XT2 devices even though all routes were previously deleted (XT2 and or Tread app and or Explore).

Having had time at home to experiment some more, what seems to work best is to definitely delete from the XT2 screen (as mentioned) and not Tread. Go to 'Collections' and rather than delete individual routes/tracks etc. just delete the whole collection "Collection & Data".
This is possibly not definitive but until you can get home to wipe everything from the Zumo on your PC and Explore, it might help. It can get a little confusing as to which is the correct route to calculate if you have changed things but not the name, even if running a copy. Better admin required maybe!

Background: The duplicates are in the navigation system, not in the Tread app.
You may have to do this repeatedly until all duplicates are deleted, because the route will reappear in the navigation system latest by the next time you start it up if a duplicate of the trip file still exists.
This can take a while; I myself had over 20 duplicates, which meant deleting > 20,
Deleted route appears > delete it again > reboot
|| (many times)

By the way, it works best if you use TripManager to a) identify the duplicates and b) delete them. After that, you may only need to delete the route once more (as long as this route record is still entered in explore.db) in the navigation system.
Whether you delete the routes in the navigation app via “All,” “Collection,” “Search,” or “Routes” is probably more a matter of personal preference; everyone is free to do as they please.
(But that’s assuming there’s nothing left in the Explore Cloud or the Tread app.)

Try this:
If you have Tread set up to synchronise, then disable bluetooth on your phone.
Then delete all routes, tracks, waypoints, collections from the Tread App
Go into your explore.garmin.com, sign into your account and make sure that they have gone.
You might have to resynch a few times for that to happen.
Check that they have still gone from the tread app.
On the XT2 delete all track, routes, waypoints, collections in the Explore App.
Also delete Where to -> History
Check that the .System Folder is visible:
XT2-View Map -> Tap speed button -> Long Press Circular speedo (10 secs)
Configuration and Settings -> MTP settings -> Show .System -> tick.
Restart the XT2
Then connect your XT2 to your computer by USB cable.
Get rid of any gpx files in the Internal Storage /GPX folder - except CurrentTrackLog.gpx and Position.gpx
Also search around to see if you have put any other gpx route files in other folders. The XT2 will find them.
Get rid of any on the SD card too. The XT2 will find them wherever they are, but it will not import data without you saying so

This can helps if you really want to delete everything
But I’m guessing the solution has already been found
By the way, disabling Bluetooth might not always be the best choice.
All Participants in the process probably still have entries somewhere that are marked as “pending,” and if they haven’t synced up there, it might get tricky.
Ergo:
- If you don’t want to delete everything, proceed as I described earlier.
a) Delete repeatedly, in x cycles with navigation system reboots may each also, until the routes to be deleted no longer appear,
or
b) find trip duplicates and delete them.
- If you want to delete everything
- Connect the USB-C cable to the zumo XT2 and PC, but without establishing a connection yet
- Leave Bluetooth active
- Delete everything in the Tread app
- check and If necessary delete everything on the Explore Cloud website
- check and If necessary delete everything in the zumo XT2 Collections, Unorganized also
- Reset the Explore Database using the hidden system menu option “Reset Explore Database”
- Immediately establish a data transfer connection with the PC
- check and If necessary delete everything (all trips) in the Internal Storage\.System\Trips folder
- That should do it.
Additionally, it's fine to delete all *.GPX files from the device in the x folders also, but that's not always strictly required,
because these other GPX Foles are very likely not the cause, nor are any leftover routes in the Tread app, zumo XT2 explore.db, or Explore Cloud.
For the most part, duplicates of the trip files were the culprit, no more, no less
