I use a local admin account, W11.
When installing the map to the pc, I did get a pop up asking permission to allow the installer to make changes to the system.
The map install ran complete, but 'failed' at the end. I'm guessing this is the point at which the map wasn't able to be 'unlocked'.
I opened Basecamp, it showed the map as installed but 'locked'.
At this point I did the install to the XT, ran complete.
Opened Basecamp again and now the installed map was 'unlocked'.

I always do the install to my XT first before installing the map to the PC yet my map was installed "locked" while running as a Win11 user with Standard privileges even though admin credentials were provided to the UAC prompt (the one that asks to allow changes to the system). Our different experiences lead to the following conclusions for me:
- Update the XT first
- Be logged in to Windows as a user with Administrator privileges
- If it fails, try again while holding your mouth in a different position

This happened to me when I loaded to the Garmin first. Then I "right clicked" on GE and ran as administer and all was fine.
