That is good.

I had not heard of guiformat but I liked what I read while researching it during the last few minutes but then went to download the official release at ridgecrop.co.uk (linked to on GitHub) and found that website does not support https. That gives me pause. I need to do a bit more research.

I have that guiformat.exe file on my computer, does the Zumo Forum allow for an exe file attachment?

I received my new 128gb microSD card, put it in my PC card reader, it showed that it was in exFAT format, so then started that guiformat program and selected the 65536 unit size, it would not format on full format option, it would only format when I had the Quick Format box checked, so when it was done formatting my PC said the sd card was in FAT32 format, at total capacity of 117 GB

It is curious that it would only do a quick and not a full format. If you are wondering about the 117 GB formatted capacity, it is normal. Manufacturers market capacity as if 1GB=1000MB but the formatted capacity uses 1GB=1024MB. Add some space for the formatting overhead and you're down to 117 as the formatted capacity.

Success, the formatted FAT32 128GB SD Card is now inserted and recognized by the Zumo 396 and I put some MP3 music on the sd card and had music playing from the card via my Cardo headset. So yes a 396 can use a 128 GB card, but that card comes in exFAT so it must be formatted to FAT32 which that guiformat.exe program did ok with Quick Format box checked.

Garmin website says
The Garmin zūmo 396 supports a maximum microSD card capacity of 64 GB. While the device may technically recognize larger cards (such as 128 GB or 256 GB) in some scenarios, 64 GB is the official recommended maximum for memory cards used for maps and data.

I am guessing that I could use the same process for making a 256 GB card to work in a 396, but not going to do that, 128 is probably enough for me. 8-)
