You could make a very short mp3 file that is silence. Then the random play may work right. You'll have to name the song of silence _Silence or whatever it takes to be first on the song play list. Start by deleting all routes. Then all POIs. You should have files that these were created from to get them back after you find what is giving the software heartburn.

Run mp3val on them.

Use File Explorer and type *.gpi in the upper right dialog box to search for gpi files. You may have an old one hiding from when Harley named them "D1685000H.gpi" or similar name.
