When you say you 'reinstalled' the maps, did you do that from Garmin? or did you just install from Basecamp to Zumo or from Zumo to Basecamp.

I checked mine and they were missing.
Rebuilt the .bin file per @Peobody's solution, and all is good now.
FYI, there will be a .bin file for each map version installed, so you will have to match the install date of the map to the creation date of the .bin file to make sure you have the correct file.

Here's what I get with GE 7.28.0 with Win 11.

I only have an XT, but I was able to install the map to my PC with 7.28.
The only thing I noticed was that the PC map was locked(installed to pc 1st) until after I installed to the XT(then the pc map was unlocked)

Strange. I have always installed to the Garmin first and then to the computer. It's the first time that the locked warning has ever happened.
@electro_handyman and @MotoToph , which privileges does your Windows user have, Standard or Administrator?
I use a local admin account, W11.

Interesting.... I installed the map to the computer 1st(like I usually do) but it wouldn't show "unlocked" until I ran the install for the XT, then it was listed as unlocked in Basecamp.
Other than that all went well, and I did use Express 7.28.0

I don't have Google Drive Installed - - so I am unable to help. (I don't want Google Drive installed - a personal choice)

I downloaded and installed yesterday with no issues. I even used GE 7.27
It had the option to install to the computer 1st, which surprised me when it actually worked...
It allowed the options to disable auto-launch and disable background auto-run.
YMMV.

I've not tried the openmapchest source, however I have found 1 issue with the openstreetmaps here in the states, they don't have a good address database for searching/routing.
The best routing I've been able to accomplish is by utilizing lat/long coordinates.
Other than that, the maps are more up ...
